POSITION SUMMARY

The Emergency Cash officer will play a pivotal role in the implementation and coordination of cash assistance programs in response to humanitarian emergencies. Reporting directly to the Cash Project Manager, the Emergency Cash Coordinator will be responsible for ensuring the effective delivery of cash relief to affected populations. This position involves close collaboration with internal teams, external partners, and relevant stakeholders to guarantee the timely and targeted provision of financial support.

This position offers an opportunity to contribute significantly to the effective and timely delivery of cash assistance programs, making a meaningful impact on the lives of those affected by the Israel-Gaza emergency.

KEY RESPONSABILITIES:

1. Program Implementation:

  • Implement cash assistance programs in accordance with project strategy, budget and workplans.
  • Support the Cash Project Manager to develop detailed project workplans
  • Alongside Cash Manager conduct regular needs assessments and market monitoring
  • Identify and register eligible beneficiaries and distribute cash
  • Ensure the accuracy and security of beneficiary data and information.

2. Coordination and Collaboration:

  • Collaborate with internal departments, partner organizations, and local authorities to coordinate cash interventions effectively.
  • Alongside Cash Manager Participate in coordination meetings and maintain positive relationships with relevant stakeholders.

3. Monitoring and Evaluation:

  • Alongside MEAL team with support from Cash Manager support MEAL team to implement monitoring and evaluation systems to track the impact and effectiveness of cash assistance programs.
  • Alongside MEAL team and Cash Manager support collection of client feedback and adjust programming as needed

4. Financial Management:

  • Work in collaboration with the finance team to manage cash disbursements, ensuring compliance with financial regulations and accountability standards.
  • Provide regular updates to the Cash Project Manager on budget utilization and financial reporting.

5. Risk Management:

  • Identify and mitigate potential risks associated with cash assistance programs, including fraud and security concerns.
  • Implement measures to ensure the safety and security of cash distributions.

6. Reporting:

  • Prepare and submit timely and accurate reports to the Cash Project Manager, detailing program progress, challenges, and achievements.
  • Contribute to the preparation of donor reports and proposals as required.

QUALIFACATION AND EXPERIENCE:

  • Bachelor's degree in a relevant field (International Development, Business, Economics)
  • 2+ years experience in cash-based programming and emergency response.
  • Familiarity with financial management and budgeting.
  • Strong project management skills with the ability to manage multiple tasks simultaneously.
  • Excellent communication and interpersonal skills.
  • Ability to work in a fast-paced and challenging environment.
  • Fluency in Hebrew; knowledge of additional languages, especially English, is an asset.
  • Commitment to humanitarian principles and values.
